MiniCMS changes need Superuser privileges, this should not be required

Currently to update the MiniCMS content you need to have superuser privileges. This should not be necessary, a lower level of permission was originally intended. Gabriel has described what the problem is earlier, but I can't remember the details.

This is now included within RSR manager role and so problem is resolved.
