Create/edit/pub project with NO budget, error 500 loading any project listing pgs with that proj on it.

Delete all budget values on a published project OR create a new project, "forget" to enter budget #s, Save, publish project. Then go to ANY PROJECT LISTING with that project on it (all, or individual organisation): error 500.
Found testing 1.0.1, but also in 1.0.0. Priority low as this is a corner case.

Ya this is an edge case, but as more projects come online it becomes more important that they work so either budget should be mandatory or a project without a budget should display correctly too.
Suggest that this is looked into at the same time as #101 since it touches the same code. -
